Can anyone translate this for me? Someone invited themselves onto my buddy list and they sent me this:
ÇäÊ ãíä æ ÚÇíÒ ÇíÉ
If anyone can help I would most appreciate. 
It could be something written by a spammer in Korean/Japanese/Chinese/Arabic etc., but since you don’t have the requisite fonts installed on your machine you can’t read the text and it ends up looking like garbage to you.
On the other hand, it’s possible that it is indeed just garbage.
Recommended course of action: Block user. Delete from buddy list.
