A nice rule (extra points) would be to insist that the words be semantically gatherable in some sort of coherent way, which to justify the creator may have to come up with quite a story.
Also, FTR, once during one of my stays at a mental hospital, we drew “random” word- and letter-tiles with that goal and then explored the results. (FTR. :))
