No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture.
An order from a superior officer or a public authority may not be invoked as a justification of torture.
Does it say "if the victim’s nation signed the agreement? No. Earlier in the text, it states:
Having regard also to the Declaration on the Protection of All Persons from Being Subjected to Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, adopted by the General Assembly on 9 December 1975,
Note the use of the phrase “All Persons”. Did you see any exceptions to All Persons? I sure didn’t.

No, it hasn’t. We have had ethnic or national-origin quotas or restrictions for immigrants before, but never a religious test as such.

Are you also of the mind that the rules governing players in the NBA pertain to players in all leagues around the world?
Not sure what the NBA has to do with anything. The US tortured people in territory under its jurisdiction. Gitmo is under its jurisdiction, as are foreign lands occupied by the US in times of war.
