Actually if I recall correctly, in the initial negotiations he was just asking for 5.0 billion. He upped to to 5.6 after he rejected the offer presumably thinking the government shutdown somehow gave him more leverage. But also indicating that he really didn’t have a plan and was just pulling numbers out of his ass.

So, a few minutes ago, McConnell went on the Senate floor, said Trump will sign the bill and issue his Emergency Declaration, which Mitchy now supports:
So… Trump will declare an emergency because he just signed a bill designed to work on the issue. So now there’s an emergency. Because there is a bi-partisan bill now signed.
An emergency that just arose, even though illegal border crossings have been dropping, and actual border patrol officials say there is no emergency.
And the MAGA-capped Numpties will think this is normal.

They will believe it shows the restraint he’s been showing for his entire time in office and that the Dems have forced his hand finally.
Maybe the emergency is that the Dems and Pubbies got together on something, however tenuously and grudgingly.
The spectacle of reading reports that Mitch McConnell said in congress that he will support the emergency declaration, does look to me like many Republicans have decided that is is a great idea to tell loudly and to the four winds that they are officially Trump’s bitches.

The national emergency was announced by Sarah Sanders in a screencap of a statement written with the iPhone Notes app, a format known as the preferred method for celebrities to write apologies after a fuck up. She even managed to add a random dot in the middle, apparently when she was cropping her screen capture.
From Twitter, “this is the way the world ends; not with a bang but a statement written in the notes app.”
That McConnell was willing to cave is hardly surprising, but the real question is why. My total guess is that Trump said he wouldn’t sign the funding bill unless Bitch – sorry, Mitch – supported the National Emergency declaration. That left MM with an unsavory choice: no bill signing and another shutdown to drag Republicans down or caving.
I think the latter comes with a guarantee of a Congressional vote because Democrats in the House will pass a joint resolution opposing it. That will mandate judgment in the Senate, meaning MM will not be able to spare Republicans there an uncomfortable vote, which violates his whole MO of running the place. At this point, it’s (a little) less than clear the declaration will pass the Senate.
What happens if the House passes it and the Senate votes it down? I would guess that’s the same as it not passing at all, but I’m not sure.
One thing’s certain: no matter what, it’s not Trump’s fault and his standing with his dipshit supporters will be unaffected.
I would like to see how the reallocation of disaster funds plays out. Take California; the recent Paradise fire was in the House district 1, which is a Republican held district. Is Trump going to punish his voters there so he can build another couple of miles of fence?
Vox has a new article, Trump wants the military to build the border wall. It might not be legal making the case that Trump wants to use $21B in unallocated military construction funds.
