I think you’re looking for Robert Massin, French artist who died in 2020. He quit using Robert somewhere along the way.
I’m not sure. Massin was more of a cut and paste guy with lots of text.
For what it’s worth, Oswald the Cat entered the public domain last year. Mickey…er, Steamboat Willie entered the public domain a few moths ago. If the date on this drawing is correct, the artist (if unauthorized) was risking a visit from Disney lawyers.
Speaking of which, I’m just now clocking the year/month/day order. Probably not American. Which countries use that format?

I found other drawings on Pinterest by the same artist, but no name was attached. They appear to be called Massu and some of them have Japanese text.
Wow, that’s an interesting find. On one hand, as an artist myself, the styles are similar but don’t seem exact. The one I posted seems much more fluid. On the other hand there is a strong resemblance in the names and the 7s are identical. The Asian lettering matches up with date order too. Curiouser and curiouser.

Further investigation brings up Massu55 and a lot of privated social media on Deviant Art and Twitter.
I think the reason for the art looking different is because the pic you like is possibly based on a pre-existing drawing by someone else.
