TV show Yellowstone: Should be a basic question, but I'm not sure

Please no spoilers past Season 2, Episode 7.

I understand the basic setup. Everyone is corrupt in their own way. You have Kevin Costner’s character trying to keep his domination as a rancher. He has every politician (at least at the start) under his control.

You have the Indian tribes attempting to reclaim their old lands by shutting down Costner’s large ranch and retaking control.

You have the “new blood” developers wanting to have McMansions and build golf courses, expressed by the guy that almost got hanged in the woods of Costner’s ranch.

You also have the “new until Costner realized he wasn’t dying” plan of having Beth convince the old rich guy to buy up a bunch of properties, make them no agriculture properties, get federal money, and keep Costner’s property taxes down.

It’s complicated as shit, but I’ve got those players understood (and if I have not, then please explain, but again, please no spoilers past that).

But who is this fucking guy: Neal McDonough - IMDb ? The liquor commissioner dude who withholds liquor permits. What is his end game? If that is a spoiler, then please tell me, but I don’t think it is.
