vBulletin assumes that if you’re quoting a post, it’s to make a reply in the thread from which you’re quoting. If the thread has been closed, no new posts are allowed, and the quote button disappears.
You are allowed to quote a post in a closed thread in a different thread, but you’ll have to highlight the text with your mouse and cut and paste it into the other thread.
I think the multiquote button is an option in threads that are closed, but I can’t say for sure since the mods can still reply to closed threads.

Ah, sorry about that. In that case Miller is correct and you can just copy and paste into the new thread and add the quote tags (or use quotation marks).
Here’s what you do if you want to manually do a full attributed quote including the little icon with a link to the post:
To put it in simpler terms, you want your quote tag to look like this:
[qu0te=JoeBlow;xxxxxxxx] Blah blah blah!
[/quote]
(Where xxxxxxxx= that 8-ish digit number found after “p=” in the direct link to the post’s #)
