I’m trying to figure out why I can’t get the HighPool guys to vote. As far as I know, the only thing I haven’t done is find the dowry and that dudes soul mate…everything else I’ve done (I never found a lock that the Scorpion key opens either)…I figured whacking the raider camp would be the key, but obviously not. 
Can’t help you with the vote thing, I could never get them to do it either.
Are you supposed to find the dowry? I was under the impression it was enough to kill the three guys in the L-shaped house. The lady thanks you and it should be cleared after that.
As for the “Soul mate”: You need the Animal Whisperer skill.Use it on the dog named “Garoof.”

If you break into the safe yourself after killing the three guys (which must be done on the way in - they succeed & kill her if you miss the house on the way in) then
you find a note from her father that he took the “dowry” as collateral on a gambling binge, and talking to her about it adds a quest to track him down and get it back.
I hadn’t found the scientist, either. The problem was again noticing the entrance. I saw it (eventually, having to move and rotate the map all the time is a pain), even clicked on it, but nothing happened, so I assumed it just looked like an entrance, and searched more. When finally I realized you could click behind it, I got a second issue : there was this reinforced door that had been clawed at by someone killed by a shotgun shot in the head. And the chance of opening the door was very low and the risk of failing critically very high. So, I thought I wouldn’t take the risk to open it (presumably to trigger a shotgun trap). I didn’t envision the fungicide could be behind it, since it was a necessary item, it couldn’t be behind a door that most players couldn’t open, right? So I searched some more.

The guys between the Topekans and the guys that broke off from them are no joke. If you’re not in cover when combat starts, you can pretty much kiss that character goodbye.
Has anyone successfully been able to get into the Ranger citadel? I finally did manage to get a vote called in HighPool, but this still didn’t seemingly finish the quest. I’ve gotten the radio receiver turned on in HighPool, and been to the Agcenter place and found you can’t fix that one. What am I missing? I’ve been everywhere in the wasteland I can get to without going through nasty radiation zones, done numerous quests to halt the spread of the plant disease, but still can’t get into the citadel for some reason.
I got into the citadel at some point after I cured Ag Center. You walk up to them, and they said you did your job saving Ag Center and you’re now a full ranger.
Picked it up the other day. This game is EXACTLY like Fallout 2 which is my favorite game of all time. I haven’t had much chance to really dig into this thing yet though. Seems good. I gotta get my mindst into the slow pace of this game. I started out planning to make my own 4 characters from scratch but got overwhelmed with analysis paralysis, unable to commit to any stats because I’m not sure how much each one effects my characters.
Did you get the Ace’s radio parts from the tower and hook one up in Highpool?
edit: scratch that…did you get the radio part from the broken radio in the Ag center?
Nope…I didn’t see any parts at the Ag center. It said it was destroyed and couldn’t be repaired, and I didn’t see anything to pick up. If there is a part there I missed it so I’ll try and go back to find it. I did hook up the radio at HighPool and turned it on.

Man those Rail Thieves guys were kicking my behind, so I high tailed it back to Ranger Citadel for some upgrades and health kits. Along the way I picked up the hobo (I like him), and I stumbled on the turtle… That bastard was slow.

So I finally fired up my first game since the official release (I played a bit of the various beta releases.)
So there’s at least one hidden shrine in the game that can only be accessed by taking a certain action. The shrine gives a large amount of XP plus a skill point to each member of your team.
When you meet the northern set of raiders at the radio tower, use Kiss-Ass on them to convince them that the Rangers will hire them. They pay you 15 scrap, mark the shrine on your map, and you get some XP for overcoming the challenge. The one drawback to this, in theory, is that they run off the map with any loot they might carry. And, unlike the other Ass options, you can’t fight them for more XP…or at least that’s the intent.
If you get a shot in on the leader before they run off screen, they will attack you. And only the leader stays by your party. The dogs and the other raiders run practically off the map before they actually decide that they want to engage your team in combat. So you get to kill raiders and get access to the hidden shrine. No other option other than the Kiss-Ass one will get the shrine marked on your map. And you can’t find it by stumbling upon it.

Having Angela Deth use Hard Ass on the guy at the gate. He tells where where his “happy place” is and marks it on your map. Don’t know if it’s the same one you’re talking about.

On my second game I went to Ag Center first, completed everything there, did the three infected areas, cleaned up the remaining raiders at Highpool, then they let me into the Citadel.
On my first game, I went to Highpool first, did everything there (though I never could get them to vote), killed everything still alive at Ag Center, did the three infected areas, and at this point I don’t believe I was allowed into the Citadel, so I went to The Prison, got as far as I could (but learned where Damonta was), went to The Canyon, got through there, then just powered my way up to Damonta (used up a ton of medic packs and lost an NPC). After fixing the radio tower there, they let me in to the Citadel, but I’m guessing just learning where Damonta is is enough to get you in to the Citadel.
