Context matters, including historical context. Calling a black person a monkey has a long historical context with what I’ll call ‘implemented’ dehumanization - cases where the a person internalizing the dehumanization has done horrible things. It’s tied to an actual mindset of actual belief that the persons described are literally lesser, and can be (and were) dealt with accordingly. Thus, use of the term is hate speech. Of course it’s possible to accidentally use an historically hateful term, but the more widespread such a term is the less likely that will happen.

Code words don’t have historical context, but they very deliberately have a hate-filled context. It’s intentional and very real, and it ties the new word to, once again, an actual mindset of actual belief that the persons described are literally lesser. So it’s hate speech. However it’s not the sort of hate speech that can be identified outside of context, and there are cases when even in context the context doesn’t clearly indicate that the term is supposed to be a flag to evil-minded people. However that doesn’t stop its effectiveness as flag to evil-minded people, and it’s why open racists are so happy when Trump uses code words they recognize; they feel it can’t be accidental. They may be right, but plausible deniability is maintained because things like the term NPC and the OK sign are still used innocently by non-evil people.

And then you have where cases somebody calls people insects, or that time when I called you all goat felching hamster sons whose mothers smelt of elderberries and were also hamsters. These terms are not associated, either historically or actually, with an internalized hatred associated with an evil mindset. Now if such usage happened a lot, or consistently within a hate group, then the term might become a code word and then recognized hate speech. But that’s not where words start. And not every insult becomes that, you doorhandles.

In ones where people care about word mean, mostly.

Some of these folks are actually mentally deranged. Now, it’s tragic that they aren’t getting the psychiatric treatment that they need. It’s one of the many problems our society struggles with and I have empathy for those who have issues that are untreated and outside of their control yet strive to be good people. The NPC thing in my mind is funny. If people want to say Trump supporters are dumb and don’t think for themselves feel free. Oh wait! I will concede that there are certain phrases or words that have connotations and impact that is disproportionate to what I’m trying to convey.
