Huh… I went at the wrong time of year apparently. I was there from the day after Xmas through New Year’s one year, and it was more tight pants, high boots and the like. It seemed to me that there was sort of a reverse bell curve- women of all ages seemed to be either stunningly beautiful or hideously ugly; there wasn’t that middle ground that I’m used to.
That’s the genius of a large, multicultural city. New York. London. Rio de Janiero. They’ve got it all.
Toronto is more than half made up of people not from Canada. There is nothing you can’t find in personal attractiveness, and honestly I think the mixing up of the gene pool produces better looking humans, too.
Surprisingly, Des Moines is a major recruiting station for hot women for modeling jobs. Lots of fresh scrubbed mostly purebred Scandinavian looks. And white; very, very white.
If that type’s your thing there’s an off-the-beaten-track location that will surprise you. But they don’t age all that well unless exported while still fresh; harsh weather & Midwestern cooking take their toll.
The right parts of Miami are positively dripping with the very best the Caribbean and South America have to offer. Plus a hefty dollop of suspiciously wealthy Russians & such. Which menfolk have the taste in women you might expect. Most of the women are wearing damn near nothing or else clingy “dancewear”. 'Tis a sight to behold. Puts a spring in a man’s step it does.
Internationally I would say Rio. In the US I think maybe Santa Monica or Malibu but only if you exclude a majority of the tourists.
New York is up there obviously. But I kind of feel like most North American and European international “melting pot” cities (San Francisco, London, Milan, Montreal, Paris, Amsterdam) all have the same sort of blend of attractive hipsters, professionals and fashionistas.
Rio stood out as full of attractive people. Probably because everyone is tan and wears Speedos while me and my friends were wearing cargo shorts and Gap T-shirts.
The one city that stood out for me as having extremely attractive women was Krakow, Poland. Krakow is pretty ethnically homogenous so it tends to give the impression that every single woman looks like different sized versions of Maria Sharapova.
The airline I used to work for recruited flight attendants heavily from the Chicago Polish community in the late 60s/early 70s. The “Fly me!” era. I’m told some hiring manager was from that area and that ethnicity was his type. They were very hawt most of 'em. Archetypal Sharipova.
Sadly they mostly grew up to be hefty babushkas. Who refused to retire and had that peasant stubbornness running clean to the bone. Their Union loved them. The joke ended up being on Management. And our customers.
Chinese women in Singapore. Also, Indian women in Mauritius.
For general population, Madagascar. And Central Asia (Kazakhstan, Uzbekistan, etc.)
(Yes, I’ve been to those places and seen for myself.)
Los Angeles. Many 1 out of 100,000 “good looks” people move there to be in the movies or modeling.
Also TONS of talent there. Go to your local Los Angeles church and you are likely to hear TV quality bands and singers. Again they have moved there from all over (the very best) so they can get into the music industry or TV/movies.

My brother spent a summer in Krakow, and had the same comment, along with another comment that “Cabbage must be good for the skin, because it’s all they eat there, and the women are hot.”
Another friend who spent a couple years in Russia had the same experience as LSLGuy; he said that there was no middle-MILFish ground there- either hot and young, or old and hideous. He postulated some sort of butterfly-esque metamorphic process whereby the hot women hit a certain age, go into a cocoon, and emerge as babushkas.

To answer, in my opinion, this year it had to be Ascot, England. A train monitor misguided me to a platform which had a dedicated train to go to the Royal Ascot races. Once I figured out my mistake I started to walk back toward the monitors, when a young woman in full-on royal party gear (tilted flat hat and everything) came around the corner and it is the only time in my adult life when I just stopped and jawdroppingly stared. I mean, my jaw didn’t literally drop and it lasted less than half a second and I don’t think I even broke stride, but I was mentally stunned. She was the prettiest woman I’ve seen in real life (some combination of sweet girl next door and ballerina), and cities should be counted by quality not quantity 
The most beautiful women I’ve ever seen in one place was on a flight from Bahrain to Addis Ababa. Upper-class Ethiopian women fly to Bahrain on shopping trips, dozens of them flying together, gaily chattering about their trip and their new clothes. They are all youngish “trophy wives” decked in the beautiful traditional flowing layered style of Ethiopia.
From my many travels I’ve noticed that places that have a lot of concentrated power and wealth tend to have more attractive women. For example Washington D.C.
The town that I live in…
I hate to disagree, but you can’t lump all of L.A. into one pot. I find the west side of L.A. decidedly less attractive than the east side–the people, that is. San Diego is even worse–too many bleached blondes and lazy beer-bellies. Best cities over-all in my (admittedly limited) experience would be Cali or Barranquilla, Colombia. (And I’ve lived in Europe.)
As I alluded in “What places generally have attractive employees?”, Montreal (and Quebec City) has a wonderful female gene pool. Regarding the OP’s comment about French women, IANA socialist, anthropologist or any other sort of expert but I suspect it’s more about “Latin” or “Mediterranean” women (any expert feel free to correct). Montreal also has a significant Italian population as well as a significant input of middle eastern and various Eurasian populations.
Thus there are many, many dark-haired beauties in my city.
