What does this rebus pic mean?

The only clue is that it depicts a Comical phrase.

$500 for this one. If someone supplies the answer before I get it, I will give you half. I would say the whole thing but guessing the pictopuzzle is only half the battle.

More like “First On Who”.

I could see it if the order of the items were reversed. In every rebus puzzle I’ve seen, the order of the images corresponds to word order – the intended phrase (or word) is put together a piece at a time through the images, rather than suggested as a whole. This one would read “first on who’s,” which doesn’t make sense. There’s also the matter that while the indicated bar is the first one in the bar graph, it’s not unambiguously representing “first” – it could just as well be “lowest,” “shortest,” “bar” as previously suggested, or possibly something else. It seems to me if “first” were the desired reading, there are other clearer ways to represent it.
