Personally, I think they can be cute if done in tasteful colors. Along with arm warmers, I welcome them back openly!
I bought a pair of gray knit arm/hand warmers at Urbans just a few weeks ago and they are perfect for work. Typing makes fingers very cold.
I have 4 pair of leg warmers and wear them a lot. I have bad circulation and it helps me to wear them. No one sees them because I wear them under slacks.

You can still get al sorts of leg warmers, arm warmers, and even “knee warmers” at any bicycle shop. Like there. They look nothing like the 1980s Flashdance kind of things though. They are purely functional, and tight fitting, not so much designed to fit over regular pants, rather they are designed to fit over your bare legs when you wear shorts or spandex-type clothes.
And you can still get leg warmers any place that sells dancewear.

Nah - it’s just that we’re both Canadians and know how to dress properly for cold weather without extraneous saggy woollen tubes. 
Don’t forget the riding crop in the easy-to-reach holster! Beat them leg wamers! Beat them!
