I have a size 8 ring which fits up to the first third of his ring finger, and fits perfectly on his pinky finger. What ring size should he be? That is the only measurement I have of his finger, because I would like to give him a surprise?

Not the answer you want, but get him the ring as is and ensure the jeweler is willing to resize it, or willing to accept a return for cash (not credit). I’m a size 12, and a half size makes a difference for me. So getting it right to the 1/2 size isn’t likely.
Seconding spifflog, being also a size 12 coincidentally, and I think that a 12 is going to be ballpark. But my fingers change sizes by a full size over the course of a day and everyone likes their ring tightness a little differently. Going to a jeweler to ask about easy resizing will also allow them to give you a better size guess (they are professionals after all) as well.
*actually after thinking about it, my wife’s size 7 only fits to my pinky first knuckle and not on my ring finger at all so 12 is probably far too large.
They’re probably a 10 or 10 1/2, but as noted above, be sure to confirm a liberal return/exchange policy. While there may be a standard sizing scheme, like with shoes, each jeweler or manufacturer may be a bit different. The kind of ring also matters. For reasons I can’t fathom, most tungsten carbide rings feel a half size larger than they actually measure as.
