Not quite. It really depends on how it’s worded. Put exactly how D’Anconia words it, we’d want posters to report threads rather than tell another poster “You can no longer post in this thread”.
I mean, that’s what D’Anconia is asking. “Can a poster tell other posters which threads they can post in?”. No, they can’t. That is up to the mod. If you want a poster to stop posting in a thread, report it and a mod will take a look and make that decision if they feel it’s a problem.
As for the “Can a poster tell other posters which forums they can post in?” …again, no. Not really. Taking the question here, verbatim, at face value, a poster cannot tell another one something like “You cannot post in Great Debates or this Great Debates topic with this subject any more” We’d prefer you report it.
But, really, it’s all in how it’s worded and the prime example here is this one (that the OP quoted and used for an example):

In my opinion, he’s not telling ANYONE what thread or forum they can or can’t post in. Elucidator seems more so to just be trying to suggest another thread gets started in the correct forum as so that nobody winds up breaking the rules in that main thread.
I can see the argument being made that even that, however, could be a forum of Jr Modding, but in this mod’s opinion, it’s not.
There is nothing wrong with a comment that’s like “Oh, hey, maybe we/you should take it to the Pit” or “You know this isn’t in the Pit, right?” I see those as gentle reminders or suggestions rather than overactingly Junior Modding.
Now if it had been more strong in tone or forceful or more like a directive, like “Hey, take it to the Pit” or “Don’t do this unless you’re in the Pit”…then yes, that would be Jr Modding.
So, TL:DR answer: I don’t think what Elucidator did was Jr Modding. YMMV.
