What is the name of this movie?

Recently I’ve been compiling a list of old movies that I’d like to add to my collection. At this time, I’m concentrating on the horror/ sci-fi genres. Among the titles I have listed are “The Man with X-Ray Eyes”, “The Incredible Shrinking Man”, “Hush, Hush Sweet Charlotte”, “The Last Man on Earth”, “The Fly”. You get the idea. So, I have this vague memory of a movie that I saw when I was 8 or so. I’d say it was probably made in the early sixties, and I could swear it had Vincent Price in it (didn’t all delightfully cheesy movies have V.P. in them?)But, in going through a list of his movies, I don’t find one that matches the one in my sketchy memory. Here’s what I remember:
It was in color, and took place in what my young mind interpreted as “the Jack the Ripper days”. The only scene I can remember is the main character is on a train and is handcuffed to a metal valve or handle or something or other, and somehow he ends up in the water (train derailed, maybe?)and has to cut off his hand to escape. Also, there was this gimmick where an announcer says"when you see red, turn your head" and that was to warn you that something gory was about to happen. They might have also rang a bell or something. Is this ringing any of YOUR bells? It’s driving me batty, I tell ya. Oh, and if any of you have suggestions as to what to add to my list, that would be an added bonus
Help me! Help meeeeee!

Chamber of Horrors from 1966 – interesting flick, but not a Vincent Price in sight.

You mighta thought that because it’s set in a Wax Museum, as was Vincent Price’s House of Wax.

CaLMeacham, you rule! How the heck did you come up with that so fast? I mean, did you look it up, or did it pop right into your head?AFAIK, it hasn’t been broadcast in my area at least in the last fifteen years. Do you perchance have it on tape?

I saw that at the drive-in many times as a child- loved it! I’ve read it was actually filmed to be a TV pilot but they soon realized it was totally unsuitable for TV at the time.

A misspent youth – I watched a lot of these films a LOT. This one stuck in my mind because of the vividness of the underwater sequence you describe.

No, I don’t have it on tape, more’s the pity. It would’ve made a great addition to my upcoming Bad Film Festival.

No horror list is complete without Freaks.

And, the next time you see it, look for a young Wayne Rogers playing a Baltimore detective who is pursuing Patrick O’Neal. It was also a “gimmick” film–the gimmick being the “Fear Flasher” and the “Horror Horn” which went off to warn the audience of an upcoming scary moment.

I just want to say that WOOKINPANUB is a great username–and yes, I know the dialect.
