What is this video game?

I’m thinking the game was from the late 90’s. It’s an adventure game set in France and around 1900 and has orphans and some kind of evil has taken over the town. It has a very dark sinister atmosphere. That’s about all I remember without someone naming it.

City of Lost Children, maybe? It was based on the movieof the same name.
