It appears to have been one of those “Blacksploitation” films I’ve heard about. I saw about twenty minutes somewhere in the middle of the movie. What I saw involved:
A black congressman who talks like a concerned liberal but is actually involved in and (apparently?) chiefly motivated by shady dealings with drug dealers.
A lady with a fro was being kept prisoner in a shed.
The congressman and the lady with the fro apparently knew each other, but he at one point disavowed her, saying it was okay if the shady drug dealers killed her. (It was not clear to me whether this willingness was feigned.)
They were going to kill her by forcing her to overdose. But she escaped, and it turned out the stuff she was supposed to OD on was just sugar.
So what movie was this? And who replaced her drug with sugar? And is the congressguy just a bad guy or was something more complicated going on? It was hard to tell from the bit I saw.
