I just remember the Young Frankenstein lines:

Does sounds like a Brooks line.
Also Spalding Gray has a similar line in one of his filmed monologues.
I think he’s quoting someone saying the country is going to the “bow wows.”
That sounds a little juvenile even for Brooks. I’m thinking it’s a stoner flick but am a little hazy after that.
Joe Walsh’s album But Seriously, Folks (the one with “Life’s Been Good To Me So Far”) ends with “A Flock of Wah-Wahs.” I realize this probably doesn’t help.
I don’t know if this is what you have in mind, but there’s a scene in High Anxiety when Mel, playing psychiatrist Dr. Thorndyke is addressing a session at a medical convention on sexual issues, but notices that one of the other doctors has brought in his pre-teen daughters. This causes him to start using childish euphemisms for sex parts, including the vagina, which he calls the “woo-woo” (from “womb”, I assume.

Unless the specific wording in the OP shows up elsewhere, I think the peepee envy scene is probablythe best answer. I suspect the quote was misremembered.
