It’s from the late 70’s to early or mid 80’s. It’s reminiscent of a Buck Rogers or Flash Gordon film, but it isn’t them, and one of the main characters wears a bird headdress of sorts, like a spotted owl. I remember seeing it but cant recall the title.

Sure it’s not Buck Rogers? The guy with a spotted owl headdress sounds a dead ringer for Hawk from the 1979 TV series.
Barbarella has some women dressed as birds and is quite “Flash Gordon”-y, well, except for the nudity and all.
Are you sure it wasn’t Buck Rogers? In the last season of the Gil Gerard series, they had a character named Hawk who had feathers for hair.
I would guess you’re thinking of the Hawk character from the third and last season of “Buck Rogers in the 25th Century”. And as everyone else has guessed by now.
My next guess would be “The Phoenix” from around the same time period.
I’m going to suggest Battle Beyond the Stars.
That movie had everything - George Peppard’s drink-dispensing utility belt, a space cowboy, that Amazon chick and John Boy.
Er, except a character in a bird headdress. My vote’s for Hawk too.
Could it possibly be TV, not a movie? Doctor Who, perhaps?
