AFAIK you cannot tell ETS to send your scores to the local Domino’s Pizza even if you really want to and provide them with an address. So, how does an institution get the right to get the scores? Does the local state-run community college have that right? Does University of Phoenix have it? How about a newly created college or vocational school - what do they do to get into ETS’s good graces and join this elite category?
