What song is Bob Dylan's 'I've Made Up My Mind To Give Myself To You' very similar to?

That’s the song (from his latest album “Rough And Rowdy Ways”:

This is driving me crazy. I’ve listened to the album a few times since it came out a few months ago, but only now I recognized a familiar melody in that song. It’s typical Dylan, he has been “borrowing” tunes since the beginning of his career. But I just cannot pinpoint it, though that melody is very familiar to me. It sounds a bit like a Viennese waltz, or maybe it’s from an opera or a movie score. I think it’s very famous. Maybe it’s even from a TV commercial, I don’t know, so please release me from this unsolved earworm I have.

Sorry for replying so late and thanks to all! Yes, it’s definitely the Offenbach tune, and I think I’ve first heard it in a German TV commercial as a kid.
