Here is a pic of it. It looks like the smiley has a piece of string under it’s chin or something. WTF??? I have never figured out what this smiley is supposed to represent.

He has his arms crossed and his brow furrowed, in kind of a ‘harrumpf!’ fashion. At least that’s what I see.
I believe that it is a smiley with his arms crossed. I guess you would use it as a firm answer kinda smiley.
