What was this horror movie: 1-handed killer impaled on the prosthetic blade of his own wax figure?

The most clue I have is already on the thread title. The villan is on his was to prison, handcuffed to the brake wheel of a train car crossing a causeway. He jumps into the water and cuts off his hand to escape drowning, then attaches a blade to the stump to wreak his revenge.

CHAMBER OF HORRORS. Based on the true story of Jason Cravatte, necrophile & serial killer, played by Patrick O’Neal. 1966. Made for TV but released theatrically when they realized it was rather graphic for TV at the time.

Are you sure it’s based on a true story? It sounds a bit far fetched, and a bit of googling yields no evidence of it.

Kind of sounds like the kind of rumor a publicist might have started to pump up ratings or something.
