Then call them the midshipman. Only one admiral there. Annapolis was Baltimore sports territory when I lived in the area. I don’t know if it’s changed since.

The Washington Generals are the traveling basketball team whose job is to lose to the Harlem Globetrotters three nights a week. They’ve only won three games since 1954.
“Washington Generals” would have good name recognition, but not the sort the Washington Football Team would appreciate.
And the New Jersey Generals were a USFL football team owned by Donald Trump.

I originally liked Redtails, which could have reversed some of the racist connotations of the previous name. Since that’s apparently off the table, I’d go with The Crabs. DC is between both Maryland and Virginia, both famous for their crabs. The color scheme could stay the same since crabs are red when steamed. Crabs are tenacious and hard to get away from once they grab hold with their claws (great potential for stadium merchandise a la foam fingers). Plus, as an added bonus, the DC Crabs would bring renewed interest in “DC Cab”, the awful 80’s film starring Mr. T, Paul Rodriguez, Bill Maher and Gary Busey (22% on Rotten Tomatoes).

I’m going to miss laughing reading the scores every week. The only name Football Team is better than is just “Team”. 
I like the Monuments, but I’ll go with Washington War.
Here in Ottawa, Canada’s nation capital, we had a semi-pro baseball team named the Fat Cats. Seems an appropriate name for a Washington sports team. There was a promotion between innings at every game called Taxman with the Beatles’ song playing during it. Fun times.
According to something I read in the Onion, the new team will be known as the District of Columbia Redskins.
