Yes, it just means someone who joined in the first calendar year that this board was operational, that is, 1999. You are one.

Yes, but members are in chronological order of join date anyway, so it isn’t so hard to find who joined on which day.
I’m sure it’s easy to do as alterego suggests and automate the process, but I’ve never done it.

I just changed my time setting in the options page of the User Control Panel and that affects the join dates. So, to know who the last “true” '99er was, you’d have to know who was the last person to join in 1999 in their time zone, unless you want to accept an arbitrary cutoff like midnite, CST.
