What’s something that’s rough on the outside, but sweet (or softer) on the inside?
That’s not a joke that needs a punchline or something. It’s because I have a friend who’s like that, and I’m trying to think of something to compare him to.

There’s a whole country full of people like the OP : Israel.
The traditional nickname for an Israeli is “sabra”, which is a type of cactus that grows all over the country. And produces a sweet edible fruit. So it’s prickly on the outside, sweet inside.

(And it is actually is a pretty accurate and appropriate description of Israeli culture.)
