What's up with these billboards?

The last couple of weeks I’ve been seeing a series of billboards around the SLC area which have me wondering. The signs show the image of a piece of paper (maybe on a bulletin board), and on the paper an insulting word. Some examples are “LOSER”, “FAILURE”, “DISGRACE”, etc.

I’m sure that in time the purpose will be revealed, but I’m wondering if other Dopers are seeing these signs in other cities or have any clue what they are for.

Maybe those crazy Mormons are coming out with a hep with it new ad campaign. I am gettin’ tired of the two little chippies sitting in a restaurant talking about the Book of Mormon.
