What's wrong with my Windows TaskManager?

I’m running Windows XP on my laptop. The TaskManager worked fine and dandy until a couple weeks ago. Now, if I CTRL ALT DEL, I get just the ‘Applications’ screen. There’s no title bar - no minimize or exit buttons. It basically cuts off right under where the tabs for “Processes” and uh… “Networking” I think? would be. The only way I can exit it is to CTRL ALT DEL again, and then right click on the two windows (you know how they combine into one button on the taskbar) and pick “Close Group”.

Sorry for the vague description. I’ve tried every google combination of words I can think of, and I don’t know how to fix this. Any help would be much appreciated!
