Why is my task manager menu missing typical toolbar on top?

I didn’t do anything that I can recall to change the task manager screen, but now, when I hit ctrl+alt+del, there is menu (toolbar?) with the usual ‘file’ ‘edit’ etc menus?

Can someone smack some sense into me and let me know what i did wrong and how I can fix it?

My dad’s computer had that problem a while back… try double-clicking on the frame around it.
