Hey Democritus, I have some suggestions. Get a copy of SAMS Teach Yourself HTML in 24 Hours, it’s very easy to read and understand. Try using an unaltered map as the background, then placing a red dot or something in each location in the foreground. One dot should suffice for a metropolitan area, like the Bay Area for example. You could either set up a link for each dot, or you could set it so that when the pointer is on a dot, the pop-up text has the names of everyone who lives at that dot.
Example of pop-up text:
