The painter was aiming for something satirical and painted around the start of the 20th century.
Pick up any book about the Dada art movement; it began as a WW1 protest (when Grosz and Dix first gained attention) and progressed into anti-commerce, anti-capitalism, anti-machine and general anti-convention.
There was a touring exhibit of Dada art a couple years ago; I caught the National Gallery leg of it in DC.
