I came across this image and have no idea who it is. Can anybody idea who he is? He looks vaguely familiar but I can’t place him.

That is Terrell Owens. He’s not on the Eagles roster because he currently plays for the Cowboys after being ceremoniously booted by Eagles head coach Andy Reid in 2006.

I really had no idea who those pictures were of. I’ve heard of Terrel Owens and Joe Lieberman, but don’t remember seeing them (except maybe the Senator once or twice) in images.
It’s for a puzzle I’m trying to solve, the first step of which is identifying about a hundred images. For example, the picture of Joe Liberman was paired with a picture of Joe Mauer, so I’m pretty sure the answer to that one is “Joes” 
What I do with that answer, though, I have yet to figure out.

It’s actually for an live puzzle hunt and I’m afraid it’s too late to get involved with this one. Some puzzles from similar events are available tho, like the BANG.
