The best choice available right now would be Alexis Bledel. She’s the right age and LOOKS the right age, is similar in appearance, and is small and vulnerable-looking, which is key. Many of the suggested choices - Mira Sorvino or Samantha Mathis - look way too old to pass for 19.

Claire Danes. Close in age (just turned 24), looks a bit like her (compare pictures), and Danes hasn’t done much recently other than a small role in The Hours. However, I’m guessing that Danes wouldn’t accept a role in a TV movie like this.
