Who the heck do you email about IP bans?

In short, my boyfriend, who reads threads I show him occasionally, doesn’t really lurk, and has posted exactly once ever (as Lovable_Misanthrope) has just discovered that his IP’s been banned for some reason. (I’ve read and posted from his house, I think, but not in months.) He uses Canadian ISP Cyberus Online, Inc. which has IPs from 209.195.64.0 - 209.195.127.255. His current IP is in the 209.195.116.xxx range.

So… uh… what’s the deal? Is there someone he can contact? I presume there was some kind of persistent offender using that ISP, but is there some kind of, I don’t know, ritual human sacrifice he could perform?
