“Dark Brandon”, the well-known version with the laser eyes, didn’t even exist until the summer of 2022. Not sure when Biden became aware of it but his staffers certainly were by August.
The bill proposal that Biden supported in the leap-up to the Democratic Party primary was the Green New Deal. The bill proposal that was in his election platform was substantially that proposal. The Build Back Better Act that Biden submitted to Congress was a $3.5 trillion bill. That bill failed. The bill that did pass was the Inflation Reduction Act of 2022. That bill as it progressed to the budget had $6.272 trillion in spending versus $4.896 trillion in revenue.
Quick version. Biden didn’t get the spending bill he wanted. And even without it, he had a massive deficit that increased the US debt by a significant amount.
So basically, the idea that Biden was in on the joke in December 2021 is at best unsupported and not quite at best subject to dispute, progressing downwards to condemnation, ridicule, and allegations of intentional falsehood?

Replying to the specific question of the thread, “Who’s flying the gigantic ‘Let’s Go Brandon’ flag at my polling place?” I have no idea. I’ll be hugely surprised if any SDMB participant has a factual answer, but I’ve seen this board answer some very esoteric questions, so my surprise may be realised.
I think an implied associated question to the thread is what is the motivation of the person flying the flag. My belief is that the flag flier has a derisive opinion of Biden. I believe that’s a legitimate opinion. And it’s also my answer to the OP in two parts, with some underlying questions.
The first part of my opinion is that based on my viewing on the 24/12/2021 Christmas Eve message, Biden didn’t have a clue that “Let’s Go Brandon” meant “Fuck Joe Biden”. If he knew that was what was meant, he wouldn’t have repeated the phrase. And I don’t believe he hadn’t been informed of the phrase. The US president probably has the highest level of political advisory in the world. My opinion is that Biden was briefed on the insult but simply forgot it. Arguably it was a minor item that Biden didn’t focus on. But given later issues such as Biden calling his Vice President “Vice President Trump”, it brings his mental competency into question.
Second, was the 24/12/2021 Christmas Eve message an indication of future mental imcomentency issues? Biden had several reported mental lapses. He ultimately withdrew from the 2024 presidential election because he wasn’t comptent to continue in the job.
Let’s Go Brandon is a stab at the Biden presidency, but the ashfall definitely applies to the Harris campaign.

Why do you assume that, rather than he simply refused to be baited by a phenomenally stupid insult (one that the person with the flag in the OP apparently also thinks is clever)? Why have you chosen to die on such a trivial and insubstantial hill?
Certainly if you start from the premise that Biden is mental incompetent, you will inevitably reach that conclusion.
And yet in the middle of the right’s persistent narrative of Biden being senile and incompetent, he continued to do his current job with considerable skill, including (as I have already pointed out) negotiating an extremely complex prisoner exchange with Russia and continuing management of the US support for Ukraine, amongst other things.
Of course, if you also deny that Biden has any agency and minimize or handwave away all his achievements, it is unsurprising that you believe he has none of note.
