I’m getting off easy on this one, though; it only covers about a quarter of my reply button, and doesn’t cover anything else. So not worth it to me to spend time trying to figure out something to do about it. I wonder whether whoever thought up this thing didn’t test it on phones?
I’m reading the site in the Discourse app on my iPhone and the icon is gone.
Welp, still have no idea what you all are talking about, as across 3 devices (W11 PC running Firefox with UBlock Origin, 2 Androids w/ Brave) I have yet to see this mythical beast of which you speak.
But, after copying and pasting it into Edge tho, lo and behold there she blows! 
The Brave browser has a built in ad blocker.
This appears to be the magic bullet. A quality adblocker treats the cookie UI thingie as an ad and blocks it.

And whenever your personal browser cache gets refreshed, that’s when you get the latest behavior. Be that good or bad.
Yup, I don’t see it on my Android if I use Brave as my browser. Still there on DuckDuckGo.
I don’t see it with Brave, either. But I do with Chrome.
Brave has a built-in ad blocker, so no surprise that the cookie thing isn’t seen in that browser.
The cookie isn’t an ad. But maybe it’s a “foreign element” to the page, like an ad.
The homepage for the Brave browser says, “And those annoying ‘Accept cookies?’ pop-ups? Yeah, we block those too.”
Have been seeing these exact same cookies on many websites lately, including those of some smaller local concerns (e.g. a local funeral home). It was just coincidence that I happened to see that cookie on the SDMB first. It’s not a SDMB thing or a Discourse thing – it’s apparently an Internet thing.
I still do generally zap them when I see them, but they’re getting a lot more common now. Funny thing – a month ago, these cookies weren’t even a thing (to me).

Sort of. European laws require some way for users to manage cookie preferences. This particular company offers one way to do that. But it still only happens if the administrator of a website chooses to install that company’s product.
I don’t know the details of precisely what Osano does (the third party that is managing this cookie thing) surely the circumstances under which the cookie is displayed is up to the individual service provider, such as Discourse. I presume that the reason ad blockers now kill it is that Discourse tweaked their settings. The fact that the cookie doesn’t go away after you’ve saved your preferences may be due to a disconnect between the two parties – Discourse displaying the cookie, and Osano handling the preferences choices.
Sounds like a Cheshire cookie.
By the way, scrolling up and down in a thread, your avatar can be positioned such that the guy dude is standing on the bitten off part, and the lightning spark thing is standing atop the cookie.
