Will cartoon bad guys never learn?

So I was looking to kill a little time this weekend and found myself watching the movie “A Man Called Flintstone” for a few minutes. Specifically, I was watching a pseudo chase sequence where the Flintstones are peacefully motoring through town while a pair of bad guys chase after them trying to cause bodily harm through various means (blunt objects, walls, crashes, etc). In each case, the bad guys failed with the end result being that they had done to themselves what they were initially trying to do to Fred.

The only thing I got from this was that if they could continue to quickly recover from each act, how the heck did they think that, even if successful in dropping a rock, etc on Fred’s car, they would do more than slow down his travels for a second or two.

Don’t you remember Roger Rabbit? ‘Only as long as its funny’. Dropping rocks on themselves is funny so they ain’t hurt. But dropping rocks on Fred would be tragic (Actually, dropping rocks on Fred would be hillarious, but on Wilma or Betty? Egads!) and thus would hurt. See.
