Saudi Arabia is my bet also. In a combination of arrogance and cultural disconnect, MbS will think that Trump’s presence will bring certain useful practicalities and will be a net positive, and will tacitly endorse his using the country as a refuge. Then he’ll get a sustained close-up view of the Trump phenomenon, and regret his decision. At that point, things will get very interesting.
How likely is it that Trump would be admitted to any foreign country under current coronavirus restrictions? Scotland has already said they would deny him entry.

For folks suggesting Saudi Arabia, I’d remind them to remember Dubai. The UAE also has no extradition treaty with the US, and it has a Trump International golf club. Think back to how many palms Jared Kushner has been greasing in the Gulf States, specifically UAE. I don’t think it’s a coincidence.
Also worth noting that nothing prevents a country from extraditing even if they don’t have a treaty, and there are a number of ways that treaty countries can refuse to extradite. So that complicates the picture a bit.

Ordinary rules don’t apply to fat cats and ex-Presidents. Or at least they don’t apply unless the host country leadership wants them to.
Scotland has said they intend to apply their COVID restrictions to Trump were he to try to go there. Conversely, the Saudis, or whoever, could easily approve an individual exception on “humanitarian” or “political persecuted refugee” grounds if they wanted to.
Bottom line: The “rules” that apply to you and I are irrelevant.
For Saudi Arabia, Russia or any other countries with authoritarian governments, while Trump’s comforts might be present, how do these countries feel about criticism from someone who is always complaining and never shuts up? What happens the first time Trump tries to do something and is blocked by the local authorities? He goes online and starts talking shit about the regime… a regime which happily kills people who speak out against it. He can’t count on the Senate to protect him from MBS’ hit squads or Russia’s novichok-soiled drawers. And now Trump is known as someone who has tried to start a domestic insurrection. Well if he’ll do it in the US he’ll most certainly do it (or at least try it) elsewhere so why would any of these countries welcome such trouble?
I think I found the hole in your plan. His access to any online chat or other apps will be severely restricted by such regimes. That is, assuming that the online apps even allow Trump back on their platforms at any point.
I hope Trump lives long enough that when he googles himself each morning, the only hits he gets is for the History Channel.
