There may not BE any speech. Or it may not be anything near what’s expected. To explain: I’m the ‘other’ vote up there, because I suspect that Steve Bannon and Mike Flynn are working as hard as they can to make Something a reality. They will be “go” only if they have things lined up well enough to pull the Something off.
To wit: we know Trump doesn’t much care for being criticized. We know, too, that he’d basically be fine with not having to think about pleasing Congress or pleasing voters. We know how deep is his admiration for dictators–this is the guy, after all, who is reported to keep a book of Hitler’s speeches in his nightstand.* He’s be fine with being President-for-Life.
So if Bannon and Flynn can pull it off–can make sure that all the ex-military guys hired by Trump are ready and willing to fly around the nation to see that National Guardsmen and police and all levels of law enforcement will come on board–it may well be that there will be a Major Terrorist Attack one minute after Trump is sworn in.
The timing would accomplish several things:

[li]Trump would be President, and could declare martial law.[/li][li]Trump would escape all blame–the attack would be 100% Obama’s fault! [/li][li]Trump would avoid the humiliation of the Inauguration Ball No Name-Performers Will Play. (He’s not much on dancing in public anyway, these days.)[/li][/ul]
So obviously the media would cut in to report that Salt Lake City is now a radioactive crater. Trump would feign surprise, then say a few words along the lines of “we will not fail to catch the perpetrator and to punish all who wish to do us harm” and then the event will be over–all will evacuate, probably.
The only danger is that Trump will have to make his post-attack remarks genuinely off the cuff. They can’t very well load the Post-Attack remarks into the Teleprompter ahead of time!
