It was one of several B-movie takes on the “reanimated hero” theme that came out after Robocop, and it was on SyFy at one point. In this one the artificially revived protagonist was a woman, who became an urban killing machine in a crime-plagued city. I remember a scene where the scientist who came up with the technology was seeking backing from the city’s mayor and chief of police, and he thwarted an assassination attempt using the prototype firearms he’d brought for the presentation, only to have the chief of police try to arrest him for illegal gun possession.
Never heard of it, but my cursory Googling suggests The Demolitionist. Close?

If that’s not an actual movie, it should be … and, naturally, Eve would be the name of the cyber-vigilante.
That’s the one! For some reason I was sure that the title began with “E”, so I was trying Eliminator, Eradicator, Executioner, Exterminator, Extinguisher, etc…
