Reading the story, it seems as if she was killed while he was fleeing from the cops after having been pulled over for drunk driving. The first degree upcharge is probably for murder during the commission of a felony.

garland is appointing a special counsel to oversee both trump investigations. ag garland will announce in about half an hour.
garland’s logic is to take this out of the political realm, and is prompted by trump’s decision to file his presidential run.
