I believe the only person the shooter hit was a cop wearing a protective vest which took the bullet, which is why the cops were there, and it sounds like they were properly equipped for this sort of thing.
You can’t prevent an incident like this, the best you can do is mitigate the result of it, which seems to have happened.
It’s possible that they weren’t set up properly, and got lucky, or the shooter acted in such a away that what could have been a tragic event was neutralized by his own ineptitude. I don’t know that there’s any way to know at this point. All we know is that he reportedly didn’t get far, he was subdued quickly, and nobody was seriously hurt.
Possible? He walked a weapon, AIUI a fucking shotgun, into the building.
