The council votes Frodo as the ring bearer because of his physical insignificance. To parallel, Lisa is the best choice for Frodo.
Although I have to admit Homer as Frodo would be a hoot when he gets to the crack of doom:

What about the plot? I like the forbidden donut idea. The donut could be a donut that fell in some uranium and is therefore extremely toxic and must be contained. The only place to safely contain it is the Nuclear Plant. Gandalf finds the donut and takes it to Frodo, who must bring it to the plant to safely contain it. Sauron, however, wants to use the mutated donut in a super weapon (Kang and Kodos would work well here). Meanwhile, Gollum thinks it’s a regular donut and keeps trying to take it away (this could have Homer as Gollum, which could be interesting). This is also the reason the ring wraiths (Springfield police force) are after the Fellowship.

I love this! I was working on this on my own, and a friend told me about this. How scary is that?
First of all, I’m for Bart as Frodo, just because he’s short and a lead character, and Lisa as Sam, because she does have “heart,” which is needed with Sam. Which pretty much makes Milhouse or Martin as Merry, and definitely Ralph Wiggam as Pippin (Fool of a Took!).

I don’t see the hang up of homer as Frodo. It’s a cartoon, they can draw Homer as shorter than other characters! 
(I suport this specifically because of the Lenny/Carl as Merry/Pip).
