Is it possible to just snip the frenulum of an uncircumcised penis so as to give the foreskin more range of motion?
Depends on the degree of adhesions between the glans penis, the foreskin, and the frenulum. Clipping the frenulum alone won’t do much of the glans is stuck to the foreskin in multiple other places, nor if the foreskin is likewise adhesed to itself at other sites.
So should an individual need a foreskin revision secondary to phimosis or other adhesion-related issues, he should hie himself to a nearby urologist, for and individualized assessment.

I did hire myself a nearby urologist; he diagnosed me with athlete’s penis and has me taking miconazole. In the past week, though, I’ve decided that a frenulum is more trouble than it’s worth, and I wanted to get an opinion before I went back for my followup visit.

AKA Balanitis. A little fungus under the foreskin. Quite common.
If the foreskin can be retracted easily, anti-fungals followed by regular hygiene should keep the balanitis away. If retraction is a problem, then perhaps a little snip for the tip might be in order. But really, a urologist is the best one to render the initial opinion.
