Long ago, the great Arnold organized a drive for dopers to create new smiles for the boards, which were then voted upon. The winners, :dubious: and :smack:, were added to the boards.
The old threads in which this happened may have been purged. At least, I can’t find them.
I think it would be loads of fun to do again.
Only completely new ones, or would new versions of existing smileys also be accepted in such a contest, to theoretically replace the old ones?
Because as I said in another thread, the embarrassment smiley is an embarrassment.
Personally, I think any smiley you can think of would be fair game, though I suppose the mods or admins would want to remove anything blatantly inappropriate.
Obviously, they have the ability to add custom minigraphics. I’m not sure, however, if they can remove the standard ones. Until a vBulletin expert comes along, I’m going to assume that even if we added a new, better smiley on the theme of embarrassment, BJ smiley will still be there, and still have the ‘Embarrassment’ tooltip.

Smashie should be allowed. Of all the animated smileys, Smashie is the one which best exemplifies the emotions and messages of so many posters here. 
No animated smilies. Ever. Period.
Eh, we can make do with a single-frame Smashie.
