I think the ISIS flag seems pretty clear in that photo, but it is unclear what is next to it. Might well be a US flag.

He’s not talking about the stamp, but the graphic(s) on the pipe bomb itself. A diamond shape to the right and white writing or icons on the left.
Ah, this tweet claims that the image on the bomb is a parody Da’esh flag, with naked girl silhouettes in the middle and “git er done” in fancy script in the white circle.

I don’t think that’s Arabic lettering on the bomb, but maybe it’s stylized. I expect we’ll hear later.

Is there even the faintest possibility that Islamic extremists are responsible for this? ISIS terrorists would surely want people to believe they are responsible, and targeting just Democrats is going to make anyone other than MAGA-hatters highly skeptical that it’s ISIS.
Still, I’m sure that won’t stop Trump saying that it’s a possibility.

Reporting without further commentary that the domain you’re getting that from is MAGAimg.net, created by /r/The_Donald, radical right-wing subreddit on Reddit to support Donald Trump, the GOP, and insane fuckery in general.
I say nothing about the dignity of the source of that image, but that’s the same image (as far as I can see) unaltered from the one used on CNN and NYTimes.

As an author and avid mystery reader, if I were creating this as a story, I’d be looking very carefully at…
[spoiler]Eric Holder. Or better yet, his wife.
Think about it. Cui bono? Of all the addressees, Holder is the only one who:
a) Is clearly making a bid for 2020 and has been popping up out of nowhere over the past two weeks;
b) Is the only person whose package was misdirected;
c) Has not been famously dissed by Trump and so really doesn’t belong in the group;
d) Has now been elevated into the public eye as an equal among the others.
Yep, I’d be looking at Holder, his wife (assuming he’s married), or, depending how tricky I wanna be, it’d be a double-double bluff and would turn out to be someone else who wants to deflect the blame onto Holder and bump him out of the 2020 race–maybe Elizabeth Warren: least likely suspect indeed.[/spoiler]
But for real… I wonder if they’ll get all the envelopes together and check for any hint of DNA that’s common to each (all that cellophane tape can be pretty sticky).

From the image of the New York Times it is not properly written Arabic script, or the properly written DAECH flag as here is linked. It does appear to be the parody flag that is linked above to the Twitter account. The first part as reading in the arabic from the right is nonsense and can not be read as the proper La ila. The middle is not sensible, only Lah part of Allah is correctly formed, the part that should be the Aliph is blobbish and is in no way potentially correct.
The only way this could be seriously presented as a DAECH flag by the bomber is if the person who used it was of the poorest literacy and could not make the difference between the actual DAECH flag and the parody one that this seems clearly to be identical or near identical to it.
If it were a DAECH sympahtisant who was basically almost the illiterate maybe such a person could chose the parody by an accident…
But that does not seem very likely as even the self-radicalized as the saying goes, they seem consistently to get so via the internet chat rooms, and being guided via internet. It would be expected that such symbolism as the proper flag, which is in fact very important to the DAECH as it repeats the holy islamic phrases, No God But God and Mohamed is His Prophet - things that the DAECH take seriously (as do all practiciing Muslims, but the DAECH in particular are attaching serious importance to the proper adherence, even repeating in the archaic script style they prefer the supposed manner of writing of the Salaf.
It is also the case that this list of people who have received these packages, they are a purely american domestic politics list, and one that does not make sense to me from the Islamist concerns and politics I know.
The more sensible hypotheses are then either it is a delibreate mocking or it is an illiterate attempt like you had in the days of your anthrax mailings to pretend to lay a blame on the islamic radicals.
By the way…remember the Monty Python bit about the joke that was so funny that everyone who heard it died laughing? Trump may have matched that today. I’ll use a spoiler. Don’t say you weren’t warned:
