Browser stops scolling on ads

Am I the only one to notice this? It seems that in Safari and possibly other browsers that if you scroll with your mouse wheel and your mouse happens to cross an ad, then the mouse wheel will stop working? You have to physically move the mouse away from the adspace (left or right) to continue scrolling. When did this pop up and is there a way to disable it?

If you’re scrolling and your scroll the pointer into a scrollable frame or textbox, the scrolling action will be applied to the frame or textbox. When you get to the bottom of the frame or box, the rest of the page/window will begin scrolling again.

It’s a malicious technique for making you notice something you’d ignore otherwise. If you’ve seen the pages that have the floating menubar that’s always on the top of the window, even if you scroll the page, you can probably figure how it’s done with a banner-ad-sized frame.

Adblocking programs with a good filterset is the only solution I know.
