I heard this kind-of-funny bit on the radio about the best way to hand-evaluate the punch ballots, and determine the voters’ intent.
If the ballot has:
hanging chads - certainly the Republicans are the capital-punishment party. So “hanging” chads go to Bush.
swinging chads - Bill Clinton is a Democrat. 'Nuff said. “Swinging” chads go to Gore.
pregnant chads - Here it gets dicey. Pregnant chads go to Gore only if the pregnant chad in question reserves its right to obtain an abortion.
