Case in point: Bulma from DBZ. Even if she didn’t have the best taste in hairstyles, she was still very attractive, genius level smart (the lady invented a fricking TIME MACHINE, for crying out loud), and doesn’t back down even when confronted with creatures that could kill her several times over. (And she snagged VEGITA of all people.)

Gothic Lolita refers to a specific style (or family of styles), and doesn’t much apply here.
Washuu, the character in question, looks like a kid, but doesn’t have a Goth Loli look. She doesn’t particularly sport any kind of a Lolita fashion. She gives herself a child-like body, and insists on being addressed as a child, but the clothes she wears are neither Gothic nor Lolita. She is a (pseudo-)loli in appearance, but not dress.
All Goth Loli characters I can think of in anime/manga/video games are either actual kids, robots, or fit the typical real-world Goth Loli mold - teenagers/young adults who wear the look without particularly trying to pass as a kid. (Well, one exception, but that was a really fucked up one-shot.)
