Two possible answers:
It’s like the “close doors” button on an elevator – not hooked to anything, but it gives you a feeling of control!
It’s there because occasionally a new post “hangs” and does not load the thread to which posted as it should.
Take your choice which is more likely!

What happens when you click that link is that it re-initiates a call to the result page (it’s more like a refresh button). So, consider the following scenario:
You have a slow connection. The time it takes for the results page to appear is 30 secs. At 20 secs you get impatient and click the link manually. This re-initializes a request to the results page, so your timer goes back to 0 secs… so you have to wait another 30 secs before you see a results page.
This is why you are confusing it with the stop button’s function. Because, to you, it appears to just halt the loading, while in actuality it’s just resending a request for the results page.
On a faster connection you will see the difference. If you click the stop button on that page it’ll just sit there. If you manually click the link it’ll take you to the results page.
Yeah, there is. It’s not common, but there are people who like having META redirects disabled. However, these people will probably also have a means of redirecting the page themselves, and don’t need the link, but it doesn’t hurt.
